What to work toward
The lower cyan-and-yellow work begins the route toward the other bend. Keep those jobs productive instead of introducing every visible color at the same time.
The moment to check
When cyan, yellow, red and blue are all active, compare their counters with the passenger access. The next bay must come from actual progress.
If the queue stalls
A tempting upper red or hidden bus can wait. If the row is full, identify which active group can finish before making another commitment.
